HOW TO PARTICIPATE
The City of Rocklin welcomes your interest and involvement in the City's legislative process. The City Council has established a procedure for addressing the Council. Persons wishing to address the City Council are asked to voluntarily complete and submit a speaker identification sheet to the City Clerk. Speaker identification sheets are available near the entrance of the Council Chambers. For items listed on the agenda, any person may address the City Council at the time the item is considered. Speakers are requested to restrict their comments to the item as it appears on the agenda and stay within the required three-minute time limit. The Brown Act does not permit the City Council to take action on items brought up under Citizens Addressing the City Council.

Any writing or documents related to an agenda item for this meeting provided to the City Council, Public Financing Authority or Successor Agency will be made available for public inspection at City Hall, 3970 Rocklin Road, Rocklin, during normal business hours.

LEVINE ACT PROVISIONS
The Levine Act requires a party (or the party’s agent(s)) to a proceeding before the City of Rocklin that involves any action or consideration to their contract, license, permit, or other entitlement for use, to disclose any campaign contribution made to a City elected or appointed officer (including Councilmembers, Planning Commissioners, and members of other City boards and commissions) totaling more than $250 within the 12 months before the City decision.

If making a presentation regarding an agenda item, all audio/visual materials must be submitted to the City Clerk or Secretary at least 72 hours in advance. The City is not responsible for the compatibility or operation of non-city devices or the functionality of non-city presentations.

Approve a Proclamation Declaring October as Hindu Heritage Month and Recognizing the Festival of Diwali, and Designate the Mayor to Sign the Proclamation on Behalf of the City Council.
C3. Intention to Annex West Stanford Ranch Public Storage (APN 017-086-013-000) into Community Facilities District No. 1
Adopt a Resolution of the City Council of the City of Rocklin of Intention to Annex Territory to Rocklin Community Facilities District No. 1 (Annexation No. 90) and to Authorize the Levy of Special Taxes Therein (West Stanford Ranch Public Storage, APN 017-086-013-000).
C4. Rocklin Municipal Code Related to the Establishment of Service Fees (Second Reading of Ordinance)
Adopt an Ordinance of the City Council of the City of Rocklin Repealing and Replacing Section 3.32.020, 3.32.030, and 3.32.050 of the Rocklin Municipal Code Related to the Establishment of Service Fees.
C5. Contracts to Purchase Fuel and Lubricant Products Pursuant to SACOG Cooperative Purchasing Agreements
- Adopt a Resolution of the City Council of the City of Rocklin to Authorize the Purchase of Goods and Services with Hunt & Sons, Inc., Under Sacramento Area Council of Governments Agreement #CT250003 (Lubricants).
- Adopt a Resolution of the City Council of the City of Rocklin to Authorize the Purchase of Goods and Services with Hunt & Sons, Inc. Under Sacramento Area Council of Governments Agreement #CT250004 (Fuel).
C6. Bluffs Subdivision ADA Ramps
Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Bluffs Subdivision ADA Ramps to FBD Vanguard Construction, Inc., and Authorizing the City Manager to Execute an Agreement with FBD Vanguard Construction, Inc.
C7. Corporation Yard Releveling and Dry Rot Repair Change Order No. 1
Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute Change Order No. 1 with Reliant Construction, Inc. for the Corporation Yard Portable Releveling and Dry Rot Repair Project.
C8. Maverik Landscape Agreement
Adopt a Resolution of the City Council of the City of Rocklin Approving a Landscape Maintenance Agreement and Authorizing the City Manager to Execute the Landscape Maintenance Agreement with Maverik, Inc.
C9. Astound Broadband Powered By Wave Agreement
Adopt a Resolution of the City Council of the City of Rocklin Adopting and Authorizing the Agreement with Astound Broadband Powered by WAVE, for Intelligent Transportation System (ITS) Communication and Networking Services and Authorizing the City Manager to Execute an Agreement.
C10. Turn-Key Park Subdivision Improvement Agreement for Vista Oaks
Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute a Subdivision Improvement Agreement for Turn-Key Park (Vista Oaks/ SD-2001-04A, TRE-2001-30A).
